August10,2004 <br /> <br /> A regular work session of the Council of the City of Martinsville, Virginia, was <br /> held on August 10, 2004, in Council Chamber, Municipal Building, beginning at 1:00 P. <br /> M., with Vice Mayor Kimble Reynolds presiding. Council Members present included: <br /> Kimble Reynolds, Jr., Vice Mayor; and Council Members James W. Clark and Terry L. <br /> Roop. Joseph R. Cobbe, Mayor, and Council Member J. Ronald Ferrill were out of <br /> town. <br /> <br /> Robert R. Collins, City Manager, welcomed everyone to the work session and <br /> briefly explained the format and purpose. <br /> <br /> City Manager Collins reported that various staff members and citizens will be <br /> recognized by Council. The topic was placed on the next regular meeting agenda. <br /> <br /> A discussion ensued regarding the FY2004-2005 Performance Contract between <br />Piedmont Community Services (PCS) and the Virginia Department of Mental Health, <br />Mental Retardation, and Substance Abuse Services. James Tobin, Executive Director, <br />stated that State law requires this contract to be reviewed and approved by each locality <br />but does not make the locality a party of the contract and creates no additional <br />responsibility. Its purpose is to ensure that PCS is interacting with local government <br />and soliciting input regarding services. Further discussion ensued regarding funding <br />sources and reimbursement timing. The topic was placed on the next regular meeting <br />agenda. <br /> <br /> A discussion ensued regarding the financial report for month ending May 31, <br />2004. Wade Bartlett, Director of Finance & General Services, presented the report and <br />state that the auditors are expected the last week of August.
