September 14, 2004 <br /> Under new business, the council discussed a proposed ordinance to <br /> require department heads to reside within the city. Council discussed whether to <br /> "grandfather" employees who currently work for the city and to provide the city <br /> manager with the option to exempt certain department heads from the ordinance <br /> requirements. After lengthy discussion on the merits and detriments of the <br /> ordinance, and after presentations from the police chief, Assistant Police Chief <br /> Robed Ramsey and Fire Chief Jerry Brock, council expressed its consensus that <br /> the item should be placed on the September 28, 2004 agenda for further <br /> consideration and action. <br /> <br /> Council adjourned for a 10-minute break. <br /> <br /> Leon Towarnicki presented an update to council regarding traffic priorities <br />for the Virginia Department of Transportation's planning purposes, especially in <br />regard to the Liberty Street widening project and the bridges over Starling <br />Avenue and Commonwealth Boulevard. Mr. Harned explained that the city staff <br />will work to encourage additional bidders for the Liberty Street Project. <br /> <br /> City Attorney Eric Monday and Police Chief Rogers presented information <br />regarding updates to the city's deer hunting ordinance. The proposed ordinance <br />update would follow an Attorney General's ruling and drop education <br />requirements for bow hunters harvesting deer within the city limits. Mayor Cobbe <br />addressed his concern that a deer hunting ordinance may not be adequately safe <br />for residents without education requirements. The item will be placed on the <br />September 28 agenda. <br /> <br /> <br />
