July 13, 2004 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on July 13, 2004, in Council Chamber, Municipal Building, beginning <br />at 7:30 P. M., with Mayor Joe Cobbe presiding. Council Members present included: <br />Joseph R. Cobbe, Mayor; Kimble Reynolds, Jr., Vice Mayor; and Council Members <br />James W. Clark, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Following the invocation by Vice Mayor Reynolds and Pledge to the American <br />Flag, Mayor Cobbe welcomed everyone to the meeting and acknowledged the death of <br />Joseph A. Finley, retired educator, civic leader, and former School Board Chairman. <br /> <br /> Council Member Ferrill moved to approve the minutes of the May 24, 2004, and <br />July 1, 2004, meetings as presented, and of the June 22, 2004, and July 8, 2004, <br />meetings as amended; the motion was duly seconded and carried by the following vote, <br />with members approving only those meetings they attended: Vote 5 - 0; Yeas (5) - <br />Clark, Cobbe, Ferrill, Reynolds, Roop; Nays (0) - None. <br /> <br /> Council considered adoption of a Resolution recognizing the accreditation of <br />Piedmont Arts Association by the American Association of Museums. Council Member <br />Roop moved to adopt the following Resolution; the motion was duly seconded and <br />carried by the following vote, with all members voting: <br /> <br /> WHEREAS, Piedmont Arts Association is a non-profit organization <br /> dedicated to enhancing quality of life for citizens of Martinsville and <br /> surrounding areas through encouraging, developing, and presenting <br /> performing arts, cultural presentations, and artistic expression; and <br /> WHEREAS, Piedmont Arts plays a critical role in development of the lives <br /> of regional school children, providing education in spatial and relational <br /> skills basic to mathematics and language abilities; and <br /> WHEREAS, the organization provides regional artists with the opportunity <br /> to maximize marketing efforts for their works; and <br /> WHEREAS, Piedmont Arts is important to regional economic development <br /> efforts because it demonstrates to prospective employers and employees <br /> that the City of Martinsville and surrounding areas take pride in the <br /> <br /> <br />
