June 22,2004 <br /> <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, was held on June 22, 2004, in Council Chamber, Municipal Building, beginning <br /> <br />at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present included: <br /> <br />M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. <br /> <br />Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation by Vice Mayor Roop and Pledge to the American Flag, <br />Mayor Teague welcomed everyone to the meeting. <br /> <br />Council Member Ferrill moved to approve the minutes of the May 5, 2004, May 6, <br /> <br />2004, and June 8, 2004, meetings as presented; the motion was duly seconded and <br /> <br />carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, <br /> <br />Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council recognized Dr. Ira Trollinger, retiring City School Board Superintendent. <br />Council Member Dallas moved to adopt the following Resolution; the motion was duly <br /> <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br /> <br />(5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, Dr. Ira R. Trollinger has served the City of Martinsville as <br />Superintendent of Public Schools since July 1996; and <br />WHEREAS, during his tenure, Dr. Trollinger has made dramatic <br />improvements to the capital assets of the school system by fostering the <br />renovation of Martinsville Middle School, the creation of Albert Harris <br />Intermediate School, and the consolidation of three elementary schools <br />into two; and <br />WHEREAS, working with local, state and national leaders, Dr. Trollinger <br />has secured national interest in sustaining innovative educational <br />programs in Martinsville by implementing the International Baccalaureate <br />Program and helping establish a local higher-skills academy and <br />laboratory supported by the National Aeronautics & Space Administration; <br />and <br />WHEREAS, his work has been instrumental in establishing programs <br />geared to improve the reading, computational and basic skills of students <br />of all learning abilities; and <br /> <br /> <br />
