May 25, 2004 <br /> <br />improvement projects; the motion was duly seconded and defeated by the following <br />vote, with all members voting: Vote 2 - 2 - 1; Yeas (2) - Cobbe, Teague; Nays (2) - <br />Ferrill, Roop; Abstention (1) - Dallas. Mr. Bartlett initiated a discussion regarding the <br />School System borrowing money as opposed to spending what is allocated. Council <br />Member Cobbe moved to appropriate an additional $900,000 to the School System for <br />capital improvement projects and to direct the Interim City Manager to review the <br />Literary Fund program; the motion was duly seconded and carried by the following vote, <br />with all members voting: Vote 4 - 0 - 1; Yeas (4) - Cobbe, Ferri[I, Roop, Teague; Nays <br />(0) - None; Abstention (1) - Dallas. Steve Draper, Sheriff, stated that his original <br />request of three additional automobiles for civil processing was decreased to two thus <br />far. Since then, one current vehicle began having transmission and front end problems. <br />Mr. Bartlett presented his proposed funding priority for additional requests. Council <br />Member Ferrill moved to approve the first twenty priority items as presented by the <br />Interim City Manager and an additional $20,000 for the Sheriff's third automobile; the <br />motion was duly seconded and carried by the following vote, with all members voting: <br />Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Clark <br />Eden, Chair, Blue Ridge Regional Airport Authority, stated that their reserves are <br />depleted and presented financial and other statistical data. Council Member Cobbe <br />moved to appropriate $30,000 for the Airport; the motion was duly seconded and carried <br />by the following vote, with all members voting: Vote 4 - 1; Yeas (4) - CobSe, Ferrill, <br />Roop, Teague; Nays (1) - Dallas. Vice Mayor Roop moved to adopt Ordinance 2004- <br />13 on first reading; the motion was duly seconded and carried by the following roll call <br /> <br /> <br />
