May 11,2004 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br /> Virginia, was held on May 11, 2004, in Council Chamber, Municipal Building, beginning <br /> at 7:00 P. M., with Mayor Gene Teague presiding. Council Members present included: <br /> M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. <br /> Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Council considered the need to meet in Closed Session. In accordance with <br /> Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and upon motion <br /> by Vice Mayor Roop, duly seconded, and by unanimous recorded vote, Council <br /> convened in Closed Session, for the purpose of discussing the following matters: <br /> <br /> A. A personnel matter under the jurisdiction of the City Council, as <br /> authorized by Subsection 1. <br /> <br /> At the conclusion of this Closed Session, each returning member of Council <br />certified that (1) only public business matters exempt from open meeting requirements <br />were discussed in said Closed Session; and (2) only those business matters identified <br />in the motion convening the Closed Session were heard, discussed, or considered <br />during said Session. <br /> <br /> Council considered adoption of a Resolution appointing a new City Manager, <br />Vice Mayor Roop moved to adopt the attached Resolution [Attachment Al; the motion <br />was duly seconded and carried by the following vote, with all members voting: Vote 5 - <br />0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered adoption, on first reading, of Ordinance 2004-9 establishing <br />the compensation for the new City Manager. Vice Mayor Roop moved to adopt, on first <br />reading, of such Ordinance; the motion was duly seconded and carried by the following <br /> <br /> <br />
