Enclosure #_Z_/

DATE: May 28, 2004

TO:

Wade Bartlett, Interim City Manager

FROM:

Leon Towamicki, Director of Public Works

SUBJECT: Solid Waste Management Plan Update

On June 8, 2004, City Council will be holding a public hearing on the Solid Waste
Management Plan update.

The purpose of the revised Solid Waste Management Plan (SWMP) is to meet the
requirements of 9VAC20-130-10 et seq., which are the Regulations for Solid Waste
Management Planning, Amendment 1, effective August 1, 2001. Martinsville, Henry
County, and the Town of Ridgeway participated jointly in the original plan in 1992 as
well as the 1997 update.

The goals of the SWMP include coordinating the efforts of the City of Martinsville,
Henry County, and the Town of Ridgeway regarding solid waste management planning.
The Plan provides an outline of projected solid waste quantities, population data,
recycling information, the local collection systems, and disposal options such as reuse,
recycling, waste to energy, and landfilling.

Attached is a copy of a bulletin prepared by Draper Aden Associates in July, 2003, which
provides a detailed description of the Solid Waste Management Plan requirements. At
Council's meeting on June 8th, I will review the major components of the Plan and
attempt to provide an answer any questions.

LET
