<br /> Transportation - Staff as selected by Administration and the two new Council Members;
<br /> the motion was duly seconded and carried by the following vote, with all members
<br /> voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None.
<br />
<br /> Council considered a report by Eric Monday, City Attorney, on the status of The
<br /> Harvest Foundation as a public or private entity. Mr. Monday stated that it is a private,
<br /> non-stock entity, with oversight from the Internal Revenue Service and the State
<br /> Attorney General's Office, focusing on the health, education, and general well-being and
<br /> welfare of the geographic area served by Memorial Hospital. It is in his opinion that
<br /> private individuals or entities have no legal standing to sue The Harvest Foundation.
<br />
<br /> Wade Bartlett, Interim City Manager, presented the proposed FY05 budget. He
<br />stated, "The first path before you is a budget that attempts to stay our present course,
<br />providing the same services we presently provide to our citizens with few major
<br />changes, suggesting neither major cuts nor significant increases in revenue. The
<br />second path, certainly the most difficult for me to recommend, makes significant cuts in
<br />personnel and thus services available to our citizens. The third budget recommends
<br />meeting the challenges of rising costs through increases in some fees and taxes,
<br />including garbage collection rates, water and sewer rates, and retail sales for
<br />electricity." By general consensus, with no vote taken, Council adopted the following
<br />budget schedule:
