March 23, 2004 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on March 23, 2004, in Council Chamber, Municipal Building, <br />beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present <br />included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br />Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation by Vice Mayor Roop and Pledge to the American Flag, <br />Mayor Teague welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill to approve the minutes of the February 10, 2004, and <br />March 9, 2004, meetings as presented, and the March 16, 2004, meeting as amended; <br />the motion was duly seconded and carried by the following vote, with all members <br />voting: Vote 5 - 0: Yays (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Mayor Teague presented a proclamation declaring March 26, 2004, as "Positive <br />Choices for Youth Day" in the City. Drema Montrief, of Martinsville High School, gave <br />an overview of the program and event. <br /> <br /> Mayor Teague presented a proclamation declaring the month of April 2004 as <br />"Child Abuse Prevention Month" in the City. Bob McLachlan, of the Exchange Club, <br />accepted the proclamation. <br /> <br /> Council recognized the following employees receiving Service Awards from <br />January to March 2004: <br /> <br /> 25 Years - Mike Frazier, Electric <br /> 15 Years -Alex Walker, Sheriff's Office; Douglas Goad, Water Resources <br /> 10 Years - Steve Draper, Sheriff's Office; Douglas Wickham, Water <br /> Resources; Pamela Johnson, Sheriff's Office <br /> 5 Years - Richard Barrow, Police; Wesley Brooks, Fire; Jody Duhcan, <br /> Commissioner of the Revenue's Office; Bryant Byrd, Public Works; Iris <br /> Read, Human Resources <br /> <br /> <br />
