February 24, 2004 <br /> <br /> WHEREAS, Arlington can provide Martinsville and Henry County <br /> businesses proximity to the federal government, desirable <br /> corporate office headquarters, and a highly developed <br /> infrastructure; and <br /> WHEREAS, the Martinsville Economic Development Department, <br /> the Henry County Office of Commerce, and Arlington Economic <br /> Development have committed to a formal partnership; <br /> NOW, THERFORE, BE IT RESOLVED that the Martinsville City <br /> Council and the Henry County Board of Supervisors hereby <br /> endorse an official Partnership Agreement to establish a <br /> collaborative economic development effort between the City of <br /> Martinsville, Henry County, and Arlington, VA. <br /> <br /> Council considered authorizing the Interim City Manager to execute the following <br />documents pertaining to the Rural Business Enterprise Grant for the West Church <br />Street Commercial Corridor Revitalization: Certification regarding Debarment, <br />Suspension, and other responsibility matters; Certification regarding Drug-Free <br />Workplace Requirements; Equal Opportunity Agreement; Assurance Agreement; and <br />Certification for Contracts, Grants, and Loans. Vice Mayor Roop moved to authorize <br />the Interim City Manger to execute such documents; the motion was duly seconded and <br />carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, <br />Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered conducting a public hearing and adopting an Ordinance, on <br />emergency basis, on a request by J & R Management, Inc., to abandon an alleyway <br />located on the property at 762 East Church Street. Wayne Knox, Planning, Zoning, & <br />Housing Manager, stated that no public response was received during the Planning <br />Commission's public hearing. Eric Monday, City Attorney, stated that there is no record <br />if the City ever accepted the alleyway into public domain. Mayor Teague declared the <br />public hearing open. Bill Vaughn, President, J & R Management, stated that this matter <br />was discovered during the due diligence process and is requested to eliminate <br /> <br /> <br />
