February 24, 2004 <br /> <br /> A regular, semi-monthly meeting of the COuncil of the City of Martinsville, <br />Virginia, was held on FebrUary 24, 2004, in council chamber, Municipal Building, <br />beginning at 7:30 P. M., with M~ybr Gene Teague pCbSiding. COuncil Members present <br />included: M. G~he Teague, M~br; Terry L. ROOp, Vice MaYOr; ~fid Council Members <br />Joseph R. Cobbe, Bruce H. T. DallaS, and J. Ronald Ferrill. <br /> <br /> Following the invocation by Council Member Ferrill and Pledge to the American <br />Flag, Mayor Teague welcomed everyone to the meeting. <br /> <br /> Wade Bartlett, Interim City Manager, presented the financial report for month <br />ending January 31,2004. <br /> <br /> Council con§ide~ed adbp:[i0n of a Re~01ution in su~p0rt of forming a strategic <br />partnership with Henry County and Arlington, Virginia. TOm Harned, Economic <br />Development Uirector, stated that the ResolUtion would formalize and publicize the <br />partnership and was adopted by the County Board of SupervisOrs Yesterday. There is <br />no financial obligation. Council Member Ferrill moved to adopt the folloWing Resolution; <br />the motion was duly seconded and carried by tt~e following vote, With all members <br />voting: Vote 5 - 0; yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> WHEREA~, the M~_rtinsville city Cbui~il, the H(~nry County Board <br /> of Supervisors, and the Arlingtbn c0~nty Board understand-the <br /> importance of job creation and capital investment of both new and <br /> existing companies; and <br /> WHEREAS, a collaborative economic development effort can <br /> prOvide the widest PosSible investnient environment to potential <br /> business investors; and <br /> WHEREAS, a partnership can prOvide mutually beneficial <br /> relationships for both the state and the localities inVOlved; and <br /> WHEREAS, Martinsville and Henry County can provide Arlington <br /> businesses available space, plentiful labor, a Iow cost of doing <br /> business, and incentive programs such as the Enterprise Zone and <br /> Hub Zone; and <br /> <br /> <br />
