February 21,2004 <br /> <br />provide five sites with 65 acres, 4,150 feet of VDOT-approved roadways, 3,608 feet of <br />water lines, and 3,728 feet of sanitary sewer lines. The project began on July 1, 2003, <br />and is projected to be completed by June 2005. A discussion ensued regarding Nautica <br />Way opening onto Barrows Mill Road. Beth Braswell, Director of the County's Office of <br />Commerce, reviewed a proposal to build a shell building. Vice Mayor Roop moved to <br />endorse the concept of a shared-revenue shell building; the motion was duly seconded <br />and carried by the following vote, with all members present voting: Vote 3 - 0; Yeas (3) <br />- Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Mr. Summerlin stated that he and Mr. Bartlett have met with the Directors of the <br />City's Leisure Services Department and the County's Parks and Recreation <br />Department. Major programs, primarily athletics, are being evaluated to include impact, <br />fee schedules, and classes. <br /> <br /> A discussion ensued regarding a former joint strategic plan. Both bodies <br />expressed a desire to meet again; Mr. Summerlin and Mr. Bartlett will establish a date <br />after budget season is completed. <br /> <br /> There being no further business to come before Council during their work <br />session meeting, upon motion by Vice Mayor Roop, duly seconded, by unanimous vote, <br />Mayor Teague declared the meeting adjourned at 9:55 A.
