Towarnicki <br />November 19, 2003 <br />Page 2 <br /> <br /> An analysis of the intersection reveals that none of the minimum conditions exist that <br />would warrant the installation of a traffic signal. Results of the Signal Warrant Analysis is <br />contained in the Appendix to this letter report. <br /> During the years 1999, 2000, 2001 and 2002, there were 12 reported accidents in the <br />vicinity of the intersection between Church Street (Route 58) and Salmon Street/Ridge Road. Of <br />this number only 2 directly involved vehicles utilizing the Salmon Street/Ridge Road intersection, <br />and both of these occurred in 2002. These 12 accidents resulted in only 1 personal injury which <br />occurred in 1999. There were no fatalities during these four years. <br /> <br /> Only 2 of the 12 reported accidents involving intersection traffic may have been prevented <br />had the intersection been equipped with a traffic signal. One of the 2 accidents was a right-angle <br />type of collision which involved northbound Salmon Street traffic with westbound Church Street <br />traffic, and the other was a southbound Ridge Road vehicular rear-end collision. None of the <br />reported accidents involved school buses. <br /> <br /> Accident reports for the years 1999, 2000, 2001, and 2002 are included in the Appendix to <br />this study. <br /> <br /> During the 2003-04 school year, four buses in the morning and four in the afternoon utilize <br />Salmon Street. Only two of those in the morning do so during the A.M. Peak Hour between 7:30 <br />and 8:30. None of those in the afternoon conflict with the P.M. Peak Hour between 4:30 and <br />5:30. No school buses use Ridge Road. <br /> <br /> Also included in the Appendix is a copy of the 12-hour turning movement counts collected <br />for this study. <br /> <br /> Based on our evaluation of the data contained in this report, we would not recommend that <br />a traffic signal be installed at the intersection of Church Street (Route 58) and Salmon Street/Ridge <br />Road at this time.
