Church St. @ Salmon St./Ridge Rd. <br /> M&C Commission No. 2206 <br /> <br />Dear Leon: <br /> <br /> We have completed our investigation into the justification for or need of a traffic signal at <br />the intersection of E. Church Street (Route 58) with Salmon Street/Ridge Road. Our evaluation <br />has included a signal warrant analysis performed in accordance with the Manual on Uniform <br />Traffic Control Devices for Streets and Highways, Millennium Edition. In our analysis we <br />utilized 12-hour turning movement traffic counts tabulated in 15-minute increments as collected by <br />the City of Martinsville on October 16, 2003. <br /> <br /> In addition to the signal warrant analysis, we made field observations of the intersection <br />operations to observe any operational problems and delays being experienced by traffic. We also <br />contacted the Martinsville Public Schools concerning the number of school buses that travel on <br />Ridge Road and Salmon Street. We further reviewed the accident reports recorded for the <br />intersection over the last four year period; 1999, 2000, 2001, and 2002. <br /> <br /> A careful analysis of traffic operations coupled with the judgment of experienced engineers <br />has resulted in a series of warrants that define the minimum conditions under which signal <br />installations may be justified. The warrants are contained in the Manual on Uniform Traffic <br />Control Devices for Streets and Highways, Millennium Edition. "PC-Warrants for Windows" by <br />lamar Technologies, Inc. Was the software package USed in the analyses for this study. <br /> <br /> Traffic control signals should not be installed unless one or more of the signal warrants in <br />this Manual are met. In addition to meeting the warrants, installation of a traffic signal should <br />improve the overall safety and/or operation of the intersection. <br /> <br /> <br />
