JanuaW 27,2004 <br /> <br />displeasure with the recommendation. Council Member Cobbe voiced support of the <br />recommendation but stated that he would support in the future the concept of replacing <br />the City Manager and County Administrator with an additional appointee by each <br />respective locality. Vice Mayor Roop stated that he supports the recommendation but <br />has a reservation of adding an additional layer to economic development. Council <br />Member Ferrill moved to support the recommendation, including an invitation to the <br />Martinsville-Henry County Chamber of Commerce for its president and an additional <br />appointee to serve on the Coalition; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 4 - 1; Yeas (4) - Cobbe, Ferrill, Roop, <br />Teague; Nays (1) - Dallas. <br /> <br /> Council considered an update from the Interim City Manager concerning future <br />budget issues to be discussed at Council's upcoming strategic planning session. Mr. <br />Bartlett reported that significant budget issues include: funding for capital items; a <br />Virginia Retirement System (VRS) contribution increase; health insurance increases; <br />and preparation for landfill closure and electricity purchase contract expiration. He <br />stated,. "While these issues are serious, I am confident we can develop solutions." <br /> <br /> Council considered business from the floor. Lee Prunty, of 202 F~ Oak Street, <br />stated that he presented to Council in approximately 1991 a petition requesting that <br />sidewalks be installed on Fayette Street near the railroad underpass. He stated, also, <br />that the railroad company stated that the City was "holding them back." Council <br />requested that Administration and Staff inquire as to the current standpoint of the <br />railroad. Mr. Sanders asked if the Coalition for Economic Progress meetings were open <br /> <br /> <br />
