January 27,2004 <br /> <br />Wade Bartlett, Director of Finance & General Services, presented the financial <br />report for month ending December 31,2003. <br /> <br /> Council considered adoption, on second reading of Ordinance 2004-1 amending <br />Ordinance dated December 10, 1974, Section 21-1 Tax Year and tax rates. Council <br />Member Ferrill moved to adopt, on second reading, of the following Ordinance 2004-1; <br />the motion was duly seconded and carried by the following roll call vote, with all <br />members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) <br /> <br />- None: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular Session held on January 13, 2004, that <br />Ordinance dated December 10, 1974, Section 21-1 of the Code of <br />the City of Martinsville, be, and hereby is, amended to read as <br />follows: <br /> <br />Sec. 21-1. Tax year and tax rates. <br /> <br />The tax year for taxes levied on real estate, tangible personal <br />property and machinery and tools shall begin on the first day of <br />January and end on the thirty-first day of December following, and <br />the tax year for all other taxes shall be fixed by the council by <br />ordinance. The rates of all taxes and levies, except on new <br />sources of tax revenue, shall be fixed at the time of adoption of the <br />general fund budget; however, nothing in this section shall be <br />construed in such a manner as would interrupt the effect of such <br />continuing tax ordinances as have already been adopted or may <br />hereafter be adopted by the council. <br /> <br />Council considered adoption, on second reading of Ordinance 2004-2 adding <br /> <br />Sections 21-8.1 and 21-8.2 to Chapter 21 Taxation of the City Code. Vice Mayor Roop <br /> <br />moved to adopt, on second reading, of the following Ordinance 2004-2; the motion was <br /> <br />duly seconded and carried by the following roll call vote, with all members voting: Vote <br /> <br />5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> <br />
