January 13,2004 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on January 13, 2004, in Council Chamber, Municipal Building, <br />beginning at 7:30 P. M., with Mayor Gene TeagLie presiding. Council Members present <br />included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br />Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation and Pledge to the American Flag, Mayor Teague <br />welcomed everyone to the meeting. Cody Draper and Tyler Wyatt were recognized for <br />working towards their community involvement Boy Scout badges, and Michael Oliver <br />and Kenny Gross were recognized for working towards Eagle Scout. <br /> <br /> Ben Gardner, Chairman of the Coalition for Economic Progress, presented an <br />update report. T~e group has met six times and will begin visiting area businesses this <br />week. He pbi'SOnally recommends a unified marketing approach. A discussion ensued <br />regarding economic development office models and previous partnerships. Council <br />Member Cobbe moved to endorse the concept of a unified economic development effort <br />with one office under the direction of one director reporting to a public/private board to <br />direct and coordinate all economic development activities for the City of Martinsville and <br />County of Henry to be implemented by March 1, 2004; the motion was seconded. Vice <br />Mayor Roop moved, as a substitute motion, for the Mayor to meet with the Board of <br />Supervisors' Chairman and Mr. Gardner to discuss Mr. Gardner's concerns as quickly <br />as possible and to develop a plan to address such concerns; the substitute motion was <br />duly seconded and carried by the following vote, With all members voting: Vote 3 - 2; <br />Yeas (3) - Dallas, R0op, Teague; Nays (2) - Cobbe, Ferrill. <br /> <br /> <br />
