November 25, 2003 <br /> <br /> Council considered conducting a public hearing and adopting, on first reading, <br />Ordinance 2003-14 on a request by the Planning Commission to amend Section II <br />Definitions, Section XII Commercial Districts, and Section XIII Business and <br />Manufacturing Districts, in the City's Zoning Ordinance. Wayne Knox, Planning, Zoning, <br />& Housing Manager, stated that as a proactive approach to add adult bookstores in <br />these districts, these amendments ensure that as a permitted use, with a special use <br />permit, some controls would be in place, should the need arise. Mayor Teague <br />declared the Public Hearing open; with no response, he declared the Public Hearing <br />closed. Vice Mayor Roop moved to adopt, on first reading, Ordinance 2003-14; the <br />motion was duly seconded and carried by the following roll call vote, with all members <br />present voting: Vote 4 - 0; Yeas (4) - Cobbe, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered business from the floor. Dorothy Muse, of 1015 Askin Street, <br /> stated she was a participant in the CDBG program and is not getting any response from <br /> the contractors who performed work on her house. She reported that her roof leaks and <br /> the carpet and vinyl floor were not properly installed. Council referred her concerns to <br /> Administration and Staff. Thelma Pinkard, of 2013 Crestridge Road, Bassett, spoke in <br /> support of Ms. Muse. <br /> <br /> John Dyches, Director of Water Resources, presented an update regarding water <br /> treatment plant notice requirements. He provided a handout that will be mailed to all <br /> water customers. Based on test results of routine samples collected during the July- <br /> September 2003 quarter, the City's system exceeded the standard, or maximum <br /> contaminant level, for haloacetic acids. Edward Van Oeveren, of the Martinsville-Henry <br /> County Health Department, confirmed that there is not immediate risk. <br /> <br />39 <br /> <br /> <br />
