November 11,2003 withdraw normal trade relations treatment from the products of the People's Republic of China. Vice Mayor Roop moved to authorize the Mayor to sign such letter; the motion was duly seconded and carried by the following vote, with all members present voting: Vote 4 - 0; Yeas (4) - Cobbe, Ferrill, Roop, Teague; Nays (0) - None. Council considered conducting a public hearing on a request by the Economic Development to solicit public comment on the proposed West Church Street Redevelopment Plan and adopting said plan. Mayor Teague declared the Public Hearing open. Reverend J. C. Richardson, Jr., asked if this plan allows for demolition; Staff replied in the affirmative. Mayor Teague declared the Public Hearing closed. Vice Mayor Roop moved to adopt such plan; the motion was duly seconded and carried by the following vote, with all members present voting: Vote 4 - 0; Yeas (4) - Cobbe, Ferrill, Roop, Teague; Nays (0) - None. City Manager Reynolds submitted his resignation, effective December 9, 2003. Council expressed its regret and appreciation. Council considered business from the floor. Joseph Finley, School Board Chairman, complimented City Manager Reynolds on his efforts.
