November 11,2003 <br /> <br />withdraw normal trade relations treatment from the products of the People's Republic of <br />China. Vice Mayor Roop moved to authorize the Mayor to sign such letter; the motion <br />was duly seconded and carried by the following vote, with all members present voting: <br />Vote 4 - 0; Yeas (4) - Cobbe, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered conducting a public hearing on a request by the Economic <br /> <br />Development to solicit public comment on the proposed West Church Street <br />Redevelopment Plan and adopting said plan. Mayor Teague declared the Public <br /> <br />Hearing open. Reverend J. C. Richardson, Jr., asked if this plan allows for demolition; <br />Staff replied in the affirmative. Mayor Teague declared the Public Hearing closed. Vice <br />Mayor Roop moved to adopt such plan; the motion was duly seconded and carried by <br />the following vote, with all members present voting: Vote 4 - 0; Yeas (4) - Cobbe, <br />Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> City Manager Reynolds submitted his resignation, effective December 9, 2003. <br />Council expressed its regret and appreciation. <br /> <br /> Council considered business from the floor. Joseph Finley, School Board <br />Chairman, complimented City Manager Reynolds on his efforts. <br /> <br /> Vice Mayor Roop moved to approve the following Consent Agenda items; the <br />motion was duly seconded and carried by the following vote, with all members voting: <br />Vote 4 - 0; Yeas (4) - Cobbe, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> A. Accept and appropriate into the General Fund for FY4 budget the <br /> following: <br /> 1. $128 in Revenue into 01100908 482901 - Miscellaneous <br /> Revenue for Expenditure in 01311085 506104 - Police/Non- <br /> Capital Equipment <br /> 2. $236 in Revenue into 01102926 436410 - Categorical <br /> Federal/Bulletproof Vest Grant for Expenditure in 01017078 <br /> 506011 - Sheriff-Courts/Uniforms & Apparel <br /> <br /> <br />
