November 11,2003 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on November 11, 2003, in Council Chamber, Municipal Building, <br />beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present <br />included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br />Joseph R. Cobbe and J. Ronald Ferrill. Council Member Dallas was absent due to <br />illness. <br /> <br /> Following the invocation by Council Member Ferrill and Pledge to the American <br />Flag, Mayor Teague welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill moved to approve the minutes of August 26, 2003, and <br />September 23, 2003, meetings as presented; the motion was duly seconded and <br />carried by the following vote, with all members present voting: Vote 4 - 0; Yeas (4) - <br />Cobbe, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered approval, on second reading, of Amendment to Ordinance <br /> 2003-11 Bicycles and Mopeds amending Section 12-156a. concerning impoundment of <br /> unregistered mopeds. Vice Mayor Roop moved to adopt, on second reading, of the <br /> following Amendment to Ordinance 2003-11; the motion was duly seconded and carried <br /> by the following roll call vote, with all members present voting: Vote 4 - 0; Yeas (4) - <br /> Cobbe, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br /> regular session held on October 28, 2003 that Section 12-156 a., be <br /> amended to read as follows: <br /> <br /> Sec. 12-156. Impoundment of unregistered mopeds. <br /> <br /> a. When any police officer or other officer charged with the duty of <br /> enforcing the ordinances of the city shall discover any unregistered <br /> moped in any public place in the possession or control of any person, <br /> the officer may take custody of such moped and impound the same. <br /> <br /> <br />
