September 23, 2003 <br /> <br /> Council conducted the Southside Neighborhood Focus Meeting. James Crigger, <br />Sr., of 1122 South Askin Street, expressed concerns regarding property maintenance, <br />loitering, and single-family homes being used by multiple families. Council directed <br />these concerns to Staff. <br /> Wade Bartlett, Director of General and Financial Services, presented the <br /> financial report for month ending August 31,2003. <br /> Council considered approving, on second reading, an Amendment to Ordinance <br /> 2003-12 amending, revising, and reordaining Article II of Chapter 15.5 of the City Code <br /> relating to property maintenance to include language concerning the appeals process. <br /> Council Member Ferritl moved to approve, on second reading, such Amendment <br /> [Attachment Al; the motion was duly seconded and carried by the following roll call vote, <br /> with all members voting: Vote 4 - 1; Yeas (4) - Dallas, Ferrill, Roop, Teague; Nays (1) <br /> <br />- Cobbe. <br /> Council considered conducting a public hearing and adopting, on first reading, <br />Ordinance 2003-13 on a request by the Planning Commission to amend Zoning <br />Ordinance Section II Definitions for accessory buildings. Wayne Knox, Planning, <br />Zoning, & Housing Manager, presented an overview. Mayor Teague declared the <br />Public Hearing open. John Sanders, of 308 Starling Avenue, spoke in opposition, <br />stating that the Ordinance would "chip away at citizens' rights." Mayor Teague declared <br />the Public Hearing closed. Council Member Dallas moved to adopt, on first reading, <br />Ordinance 2003-13; the motion was duly seconded and carried by the following vote, <br />with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; <br /> <br />Nays (0) - None. <br /> <br /> <br />
