September 23, 2003 <br /> <br /> A regular, semi-monthly meeting and neighborhood focus meeting of the Council <br />of the City of Martinsville, Virginia, was held on September 23, 2003, in Council <br />Chamber, Municipal Building, beginning at 7:30 P. M., with Mayor Gene Teague <br />presiding. Council Members present included: M. Gene Teague, Mayor; Terry L. Roop, <br />Vice Mayor; and Council Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald <br /> <br />Ferrill. <br /> Following the invocation and Pledge to the American Flag, Mayor Teague <br />welcomed everyone to the meeting. <br /> Council Member Ferrill moved to approve the minutes of the May 15, 2003, and <br /> May 20, 2003, meetings as presented, and the September 9, 2003, meeting as revised; <br /> the motion was duly seconded and carried by the following vote, with all members <br /> voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> Council recognized the following City employees receiving Service Awards from <br /> <br />July to September 2003: <br /> 30 years - James Spencer, Public Works <br /> 25 years - Jewel Hundley, Leisure Services; Douglas Huston, Public <br /> Works <br /> 20 years - James Minter, Police <br /> 15 years - Sharon Echols, Finance; Lee Anne Fuller, Circuit Court Clerk's <br /> Office <br /> 10 years - Everett Rakes, Sheriff's Office <br /> 5 years - Lenny Noel, Sheriff's Office; Brenda Eggleston, Sheriff's Office; <br /> John Potter, Sheriff's Office <br /> Council recognized the following nominees for the 2003 Third Quarter Service <br /> Excellence Award: Tony Beal, Fire; Randy Craig, Public Works; Wayne Davis, Public <br /> Works; Robby Kerrick, Information Systems; Donald Lucado, Fire; and Donald <br /> Thompson, Public Works. Mr. Beal was named the quarterly winner. <br /> <br /> <br />
