September 9, 2003 <br /> <br />Council Member Ferrill moved to approve the following Consent Agenda item; <br /> <br />the motion was duly seconded and carried by the following vote, with all members <br /> <br />voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />Set a Public Hearing for September 23, 2003, on a request by the <br />Planning Commission to amend Zoning Ordinance Section II, <br />Definitions, for accessory buildings. <br /> <br />Council considered the need to meet in Closed Session. In accordance with <br /> <br />Section 2.1-344 (A) of the Code of virqinia (1950, and as amended) and upon motion <br />by Vice Mayor Roop, duly seconded, and by unanimous recorded vote, Council <br />convened in Closed Session, for the purpose of discussing the following matters: <br /> <br />Appointments/Reappointments to various Boards/Commissions, as <br />authorized by Subsection 1. <br />1. Board of Zoning Appeals <br />2. Coalition for Economic Progress <br />3. Industrial Development Authority <br />4. Southern Area Agency on Aging Board <br /> <br />At the conclusion of this Closed Session, each member of Council certified that <br /> <br />(1) only public business matters exempt from open meeting requirements were <br />discussed in said Closed Session; and (2) only those business matters identified in the <br /> <br />motion convening the Closed Session were heard, discussed, or considered during said <br /> <br />Session. Upon return to Open Session, Council took the following actions: <br /> <br />1. Council Member Dallas moved to reappoint Lewis Martin, of <br />604 Fifth Street, to a three-year term on the Board of Zoning <br />Appeals, ending September 11, 2006; the motion was duly <br />seconded and carried by the following vote, with all members <br />voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, <br />Teague; Nays (0) - None. <br />2. Council Member Cobbe moved to appoint Candace Payne, <br />of 1016 Sheraton Court, to an initial one-year term on the Coalition <br />for Economic Progress, ending in 2004. Vice Mayor Roop moved <br />to appoint Mark A. Crabtree, of 1100 Mulberry Road, to the same <br />term. Council Member Cobbe moved to close nominations; the <br /> <br /> <br />
