September 9, 2003 <br /> <br />Il¸: <br /> <br />and carried by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) <br />- Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered approval, on second reading, of Amendment to Ordinance <br />2003-12 amending, revising, and reordaining Article II of Chapter 15.5 of the City Code <br />relating to property maintenance to include language concerning the appeals process. <br />This matter does not require a public hearing, but Council Members expressed a need <br />for more public input. Earl Lawrence, of 4067 Barrows Mill Road, spoke in favor of an <br />appeals process but in opposition to the Ordinance and its adoption process. He stated <br />that the process should be slowed down with statistical rationale provided. Allen <br />Adams, of 371 Round Hill Road, spoke in opposition, citing, "1 can't see penalizing those <br />not affected." Vice Mayor Roop moved to adopt, on first reading, such Amendment to <br />Ordinance 2003-12, as revised; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 4 - 1; Yeas (4) - Dallas, Ferrill, Roop, <br />Teague; Nays (1) - Cobbe. <br /> <br /> Council considered conducting a public hearing on a Local Law Enforcement <br /> Block Grant of $15,353 to purchase equipment for the Police Department. Michael <br /> Rogers, Chief of Police, stated that this money would be used to purchase assault rifles, <br /> a gun safe, personal computers with software, and practice ammunition. Mayor Teague <br /> declared the Public hearing open. With no response, he declared the Public Hearing <br /> closed. No Council action was required at this time. However, Council voted favorably <br /> in support of the grant and proposed expenditures: Vote 5 - 0; Yeas (5) - Cobbe, <br /> <br />Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> <br />
