September 4, 2003 <br /> <br />- it is anticipated that for a period of time that the transfer station and the landfill will be <br />operating simultaneously; (2) Financing - tax exempt bond financing and/or grants may <br />positively impact the tipping fee; (3) Tonnage Shipping - the actual gate rate at the <br />North Carolina facility depends upon the amount of waste hauled to that facility; and (4) <br />Number of Residential/Commemial Customers. Within the next 60 days, Staff will (1) <br />address the unresolved factors mentioned above; (2) develop draft agreements with <br />First Piedmont and Henry County; and (3) present final draft agreements to City Council <br />for consideration. <br /> <br /> Council considered the need to meet in Closed Session. In accordance with <br />Section 2.1-344 (A) of the Code of Virqinia (1950, and as amended) and upon motion <br />by Council Member Dallas, duly seconded, and by unanimous recorded vote, Council <br />convened in Closed Session, for the purpose of discussing the following matters: <br /> <br /> A. A personnel matter under the jurisdiction of the City Council, as <br /> authorized by Subsection 1. <br /> <br /> At the conclusion of this Closed Session, each member of Council certified that <br />(1) only public business matters exempt from open meeting requirements were <br />discussed in said Closed Session; and (2) only those business matters identified in the <br />motion convening the Closed Session were heard, discussed, or considered during said <br />Session. Upon return to Open Session, Council took no action. <br /> <br /> There being no further business to come before Council during their work <br />session meeting, upon motion by Vice Mayor Roop, duly seconded, by unanimous vote, <br />Mayor Teague declared the meeting adjourned. <br /> <br />Johnathan B.
