September 4, 2003 Enclosure # I -- 0._ <br /> <br /> A work session of the Council of the City of Martinsville, Virginia, was held on <br />September 4, 2003, in Council Chamber, Municipal Building, beginning at 11:00 A. M., <br />with Mayor Gene Teague presiding. Council Members present included: M. Gene <br />Teague, Mayor; Terry L~ Roop, Vice Mayor; and Council Members Joseph R. Cobbe, <br />Bruce H. T. Dallas, and J. Ronald Ferrili. <br /> <br /> Council considered an update on the proposed purchase of new Fire Department <br />apparatus. Earl B. Reynolds, Jr., City Manager, reviewed the proposed plan to sell two <br />existing vehicles, Ladder 1 and Engine 110, and to purchase a multi-function apparatus, <br />"Quint." Operating as a ladder or a pumper, it can maneuver residential and <br />commercial streets and can be taken to a fire scene and set up by one firefighter. The <br />approximate cost is $445,000. The award needs to be made in order to maintain the <br />price and to ensure delivery by July 1, 2004. After the revenue from the sale of <br />$140,000, the net cost is $305,000. The last installment payments for the Munis system <br />of $44,717 and for the Engine 112 of $48,619 are scheduled for June 2004. If <br />approved, the first Quint loan payment would be July 2004. A discussion ensued <br />regarding insurance ratings, staffing standards, and the need for a new fire vehicle. <br /> <br /> Council considered an update on future solid waste disposal options. Leon <br />Towarnicki, Director of Public Works, stated that approximately 90,000 tons are <br />disposed of in the landfill each year. At the current rate Of filling, the landfill will reach <br />full capacity by late 2004 or early 2006, prior to the Virginia Department of <br />Transportation's (VDOT) mandatory closing deadline of December 31,2007. Under the <br />transfer station plan, the estimated residential rate would be $10-12, and the estimated <br />commercial rate would be $18.50-21.00.
