June 24, 2003 <br /> and/or City Manager to execute such documents; the motion was duly seconded and <br /> carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, <br /> Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered, on first reading, Ordinance 2003-10 that will permit the <br />controlled bow hunting of deer within the City limits in accordance with the 2003-2004 <br />Special Urban Archery Season. Eric Monday, City Attorney, presented an overview of <br />the Ordinance and stated that it contains language to allow the Police Department to <br />establish additional guidelines, if necessary. Such language may be more restrictive, <br />not less, than that of the Commonwealth of Virginia. Council Member Cobbe suggested <br />placing the season dates and other pertinent information on the City's website and <br />cable television channel. Michael Rogers, Chief of Police, announced that an eight- <br />hour hunter safety course is scheduled for August 23, 2003, by the National Bowhunting <br />Educational Foundation, as required in the Ordinance. Joey Moore, of 904 Owens <br />Road, and Lester Finney, of 902 Owens Road, members of the former Deer Population <br />Management Task Force, spoke in support of the Ordinance. L. D. Oakes, of 1713 <br />Mulberry Road, spoke in support, also, of the Ordinance. Vice Mayor Roop moved to <br />adopt, on first reading, Ordinance 2003-10; the motion was duly seconded and carried <br />by the following roll call vote, with all members voting: Vote 4 - 1 - 1; Yeas (4) - <br />Cobbe, Ferrill, Roop, Teague; Nays (0) - None; Abstention (1) - Dallas.' Council <br />expressed its appreciation to the City Attorney, Administration, Staff, and citizens <br />involved in this process. <br /> <br /> <br />
