June 24, 2003 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on June 24, 2003, in Council Chamber of the Municipal Building, <br />beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present <br />included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br />Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation by Council Member Dallas and Pledge to the American <br />Flag, Mayor Teague welcomed everyone to the meeting. <br /> <br /> Council Member Dallas moved to approve the minutes of the May 27, 2003, and <br />June 10, 2003, meetings as amended; the motion was duly seconded and carried by <br />the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, <br />Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Wade Bartlett, Director of Finance, presented the financial report for month <br />ending May 30, 2003. <br /> <br /> Council considered authorizing the Mayor and/or City Manager to execute the <br />following documents relative to the West Church Street Commercial Corridor grant: <br />Local Business and Employment Plan, Non-Discrimination Policy, Residential Anti- <br />Displacement and Relocation Assistance Plan, and Fair Housing Certification. Tom <br />Harned, Economic Development Director, presented an overview of the project, <br />including the history and planned improvements, and stated that these documents are <br />routine. The total cost of the project is $1,958,855 with approximate funding from the <br />following sources: Community Development Block Grant - $700,000; Department of <br />Housing and Urban Development - $90,000; private contributions/efforts - $805,000; <br />and local match - $363,000.
