May 20, 2003 <br /> <br /> A discussion ensued regarding the City's fees schedule. Council requested <br />Administration to review all fees and those of other localities and report such findings to <br />Council. <br /> <br /> A discussion ensued regarding contributions to outside agencies. Mayor Teague <br />stated that the federal grant of FOCUS requires a 25 percent local match. Council <br />Member Dallas moved to revise the contribution to FOCUS to $5,800; the motion was <br />duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; <br />Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Council Member <br />Dallas moved to increase the Social Services budget by $2,057 to allow for salary <br />raises effective December 1, 2003. Council Member Ferrill moved to table the main <br />motion until later in the meeting; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, <br />Roop, Teague; Nays (0) - None. Council delayed action regarding the Blue Ridge <br />Airport Authority and requested additional financial information. Vice Mayor Roop <br />moved to increase funding to the Blue Ridge Regional Library from $288,336 to <br />$309,487 due to State requirements; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 4 - 0 - 1; Yeas (4) - Cobbe, Ferrill, Roop, <br />Teague; Nays (0) - None; Abstention (1) - Dallas. <br /> <br /> Council Member Dallas moved to eliminate the proposed $1 increase to the <br />residential refuse collection fee, maintaining it at $7.50/month; the motion died for a lack <br />of a second. <br /> <br /> A discussion ensued regarding salary increases. Council Member Cobbe stated <br />that he does not feel that the City can financially handle any salary increases this year. <br /> <br /> <br />
