May 20, 2003 <br /> <br /> A budget work session meeting of the Council of the City of Martinsville, Virginia, <br />was held on May 20, 2003, in Council Chamber of the Municipal Building, beginning at <br />11:00 A. M., with Mayor Gene Teague presiding. Council Members present included: <br />M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. <br />Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Earl B. Reynolds, Jr., City Manager, presented the following proposed decreases <br />to the Leisure Services budget: $13,834 reduction by eliminating the summer play <br />camp; $3,500 reduction in park maintenance; $4,892 reduction by eliminating the <br />stipend for military staff to schedule the Armory; $2,287 reduction by eliminating Colt <br />League practice games at Hooker Field; and $27,000 reduction by making a full-time <br />vacancy into a part-time position. Council Member Dallas moved to accept such <br />revisions to the proposed budget; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, <br />Roop, Teague; Nays (0) - None. <br /> <br /> Regarding the Treasurer's Office, a discussion ensued regarding drive-through <br />window hours of operation and personnel. City Manager Reynolds stated that Pat <br />Conrad, Treasurer, feels that a part-time position would keep the window open for an <br />undetermined time. Vice Mayor Roop moved to revise the proposed budget with a <br />$10,600 increase contingent upon an hours of operation schedule provided to Council; <br />the motion was duly seconded and carried by the following vote, with all members <br />voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> <br />
