May15,2003

Jerry Brock, Chief of Fire, reported that the next inspection by the Insurance
Services Office (ISO) is due in 2008. The rating score determines residents' fire
insurance premiums and remains for fifteen years. Factors include ability to receive and
dispatch fire calls (10 percent), water system (40 percent), and fire department (50
percent). The City is currently a Class 5, but recent self-evaluations show potentially a
Class 4 or 3. Clarence Monday, Assistant Chief of Fire, added that certain equipment
needs to be replaced to improve the rating. The current ladder truck does not meet
certain guidelines. Therefore, the Fire Department is proposing to sell Ladder 1 for
$150,000, to sell a pumper truck for $13,000, to purchase a consolidated pumper truck
for approximately $425,000, and to finance the balance. One $48,000 payment remains
on the current financed truck. The Fire Department was scheduled for a new truck in
2004. Vice Mayor Roop moved to authorize a RFP for such truck and to review the
information when available prior to any action; the motion was duly seconded and
carried by the following vote, with all members voting: Vote 4 -1; Yeas (4) - Cobbe,
Ferrill, Roop, Teague; Nays (1) - Dallas.

City Manager Reynolds reported that Pat Conrad, Treasurer, has considered
potential renovations to her office, centrally locating employees to handle both the
inside counter and drive-through window. However, she does not know the personnel
impact or actual hours of drive-through window operation. Council requested this
additional information and scheduled a work session for May 20, 2003, 11:00 A. M.

There being no further business to come before Council during their work
session meeting, upon motion by Council Member Ferrill, duly seconded, by unanimous
vote, Mayor Teague declared the meeting adjourned at 1:00 P. M.
