May 15, 2003 <br /> <br /> A budget work session meeting of the Council of the City of Martinsville, Virginia, <br />was held on May 15, 2003, in Council Chamber of the Municipal Building, beginning at <br />11:00 A. M., with Mayor Gene Teague presiding. Council Members present included: <br />M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. <br />Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Joan Ziglar, Commonwealth's Attorney, presented her budget request and <br />reported that the State's $20,000 decrease to her budget was handled by salary <br />reductions. Her request to increase local funds is for employee benefits. <br /> <br /> Wade Bartlett, Director of General and Financial Services, presented the Electric <br />Department's budget request. He reported that this department sustained a 5.9 percent <br />decrease in the FY03 budget. A discussion ensued regarding the Virginia Retirement <br />System and utility rates. <br /> <br /> John Dyches, Director of Water Resources, presented his budget request. He <br /> reported that 44 of his 47 position are filled. <br /> <br /> Wayne Knox, Planning, Zoning, & Housing Manager, presented the grant-related <br /> budgets. He highlighted the Community Development Block Grant programs: <br /> Southside - in the final stage with expected completion in November 2003; Academy <br /> Place - ongoing, will probably request an extension; and West Church Street Corridor - <br /> application submitted. Indoor Plumbing is a federal "pass through" program with six <br /> current projects and four pending. The Housing Choice Voucher Program has an <br /> annual allocation of 484 units and four employees. There are 30 current Critical Access <br /> applicants. <br /> <br /> Earl B. Reynolds, Jr., City Manager, presented the Capital Reserve budget. <br /> <br /> <br />
