May 8, 2003 <br /> <br /> A budget work session meeting of the Council of the City of Martinsville, Virginia, <br />was held on May 8, 2003, in Council Chamber of the Municipal Building, beginning at <br />11:00 A. M., with Mayor Gene Teague presiding. Council Members present included: <br />M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. <br />Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> Ruth Easley Krauss, Commissioner of the Revenue, highlighted <br /> accomplishments of her office, including the recovery of approximately $310,000 in <br /> collectable taxes. A discussion ensued regarding the feasibility of sharing cross-trained <br /> positions. Her office employs five employees funded by the State and three funded by <br /> the City. She stated that a proposed cigarette tax would affect 89 businesses and a <br /> proposed transient occupancy tax would affect one business. Earl B. Reynolds, Jr., City <br /> Manager, announced that public comment regarding proposed revenue enhancements <br /> would be received at Council's regular meeting on May 13, 2003, with a projected <br /> Public Hearing on May 27, 2003. <br /> <br /> Pat Conrad, Treasurer, presented her budget request and highlighted staffing <br /> demands and daily transactions. A discussion ensued regarding the drive-through <br /> <br />window. <br /> Steve Draper, Sheriff, reported that the State decreased funding from the per <br />diems pool, not "off the top." His office has two locally-funded positions, electronic <br />monitoring and jury clerk. <br /> City Manager Reynolds stated that the Leisure Services FY03 budget was <br /> reduced. The proposed FY04 budget includes the following: discontinuation of the <br /> Summer Play Camp, totaling $13,800; elimination of the stipend to the National Guard <br /> <br /> <br />
