(See Enclosure A, Fire Apparatus Replacement Plan, <br />2003 Update) <br /> <br />e <br /> <br />1998 OSHA Staffing Requirements: During the FY 1998-99 <br />budget discussions, the City Council was made aware of the <br />impact that the new Occupational Safety and Health <br />Administration (OSHA} fire scene staffing standards would have <br />on our department. In short, the so-called ~2 in/2 out" rule <br />requires that at least four fire personnel must be at a fire scene <br />before an interior attack can be started. In March 2001 the Fire <br />Department presented a comprehensive operations report to the <br />City Council in response to Council's pre-budEet department <br />review process. A section of that report entitled Personnel <br />Status and Needs speaks directly to the OSHA issue (See <br />Enclosure B} and gave a comparison of our staffing configuration <br />with other nearby full-service City departments at that time. A <br />much more comprehensive survey is shown as ~Enclosure C~ <br />which was completed just within the last two weeks. <br /> <br />The punch line here is that our existing staffing con£~uration <br />does not ~llow us to respond the required number of fire <br />apparatus to a fire scene with the required number of personnel <br />while simultaneously providing First Responder EMS service. <br />Thus, purchasing fire apparatus that requires the least number of <br />personnel to deliver the equipment to the fire scene is an <br />important consideration. <br /> <br />1999 Insurance Services Office (ISO) Rating Improvement <br />Initiative: The ISO is an agency that evaluates urban fire <br />districts. Their assessment is used to assi~ numerical ratings <br />which are factored into the pricing of commercial insurance <br />premiums. ISO reviews are done every f'dteen years, thus, a low <br />rating impacts the cost of insurance for local businesses for quite <br /> <br /> <br />
