Gene Teague and Members, <br />Martinsville City Council <br />Martinsville, Virginia 24112 <br /> <br />SUBJECT: Fire Engine Replacement Program <br /> <br />Dear Mayor Teague and Members of the City Council: <br /> <br />Both the staff and I appreciated the opportunity to review our <br />recommendation for the next purchase of a new fire engine per the <br />current Five Year Replacement Program. As a result of that dialogue and <br />discussion, this report has been developed to hopefully provide you with <br />additional information and clarify some issues that we believe are <br />important to framing our thoughts on this very important subject. <br /> <br />BACKGROUND: First, I think it is important to note that we have had <br />considerable public discussion regarding the following reports over the <br />last several years. Although presented separately over the last several <br />years, collectively they give focus to our recommendation to purchase a <br />new fire engine (Quint) now for delivery in Fiscal Year 2004-05. <br /> <br />1. 1997 Apparatus Replacement Plan- Historically, the City had a <br /> ~practice' of replacing its fire engines every five years, which <br /> dated back to 1975. As a part of Council's 1997 budget <br /> deliberations, it was requested that the staff develop and present <br /> a long range fire engine replacement strategy in order to validate <br /> this historical practice. As a result, the five-year replacement <br /> strategy was affiriiied and the City Council authorized the <br /> purchase of Engine 112 which was put into service in March, <br /> 1999. In accordance with the 1997 Plan, the next scheduled <br /> purchase (to replace Engine 110}, was to occur in FY 2003-04 <br /> <br /> <br />
