Purchase Price: $408,000, new
Current Replacement Cost: $685,000

Condition: Good

Departmental Function: Ladder 1 is the sole aerial ladder of the fire department. The average
responses by this truck range from 0-6 per year, depending upon the location of fires. The
truck is not taken on all structure fires because of its size and limited departmental staffing.

Current Problems: Ladder l's primary constraint is its size in the ability to navigate City
streets. The truck was purchased in a time that the City's industrial base was growing and
projected to continue in growth while firefighter staffing was anticipated to increase. The
department has been proactive in maintaining this asset, as there is no substitute for a ladder
truck when one is needed. Specifically, over a three year period, the hydraulic ladder control
system has been upgraded to moderu style controls, and other preventive controls have been
modernized to prolong the truck's useful life.

4. Benchmark other similar size fire departments as to vehicle replacement policies.

Six departments were surveyed for examination of a vehicle replacement policy. These six were
uniquely selected because they are either comparatively close to the square mileage of the City
of Martinsville or within near proximity. The vehicle replacement policies of these comparative
localities are summarized.

Bristol
The City of Bristol is 11.5 square miles and has a population of 17,367 residents. They have
three fire stations operated by a total career staffof 50 personnel. Services are provided with 5
pieces of fire apparatus, including a Quint and a ladder truck.

Bristol's policy is to purchase a Quint or pumper every 5 years.

Danville
The City of Danville is 43.94 'square miles and has a population of 47,780 residents. They have
seven fire stations operated by a total career staff`of 123 personnel. Services are provided with 9
pumpers, including 2 Quints and 1 ladder truck.

Danville's policy is to replace pumpers when reaching 15 years of age.

Fredericksburg
The City of Fredericksburg 10.25 square miles and has a population of 19,279 residents. They
have 2 fire stations operated by 50 career firefighters and supplemented by volunteers. Services
are provided with 6 pieces of fire apparatus, including a ladder truck.

Fredericksburg's policy is to replace pumpers when reaching 12-15 years of age.

11
