August 12, 2003 <br /> <br />maintenance. Wayne Knox, Planning, Zoning, & Housing Manager, stated that the <br />Commonwealth of Virginia will initiate the International Building Code on October 1, <br />2003. The three major changes of this Ordinance include (1) definitions define <br />nuisance in more detail and areas that were not covered in the old ordinance are now <br />regulated; (2) penalties are more enforceable, can be assessed by City Attorney or <br />Building Official; and (3) procedure to abate - only one notice has to be sent or the <br />property can be posted, if the nuisance exists on the same property more than once <br />during a six-month period, only the initial notification has to be given to correct the <br />violation. Council requested a work session to discuss a rental property maintenance <br />program. A discussion ensued regarding the timing of Staff to act after notifications. <br />John Sanders, of 308 Starling Avenue, requested a public hearing be held prior to <br />adoption; Eric Monday, City Attorney, replied that a public hearing was not required. <br />Council Member Dallas moved to adopt Ordinance 2003-12, on first reading; the motion <br />was duly seconded and carried by the following vote, with all members voting: Vote 5 - <br />0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Public comments <br />will be welcomed prior to the second reading at the next regular meeting. <br /> <br /> Council considered adoption of a Resolution authorizing the City Attorney to work <br />with the Treasurer in the collection of delinquent real estate taxes. Council Member <br />Ferrill moved to adopt the following Resolution; the motion was duly seconded and <br />carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, <br />Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> WHEREAS, the City of Martinsville requires the timely payment of <br /> taxes and other revenues due and owing to it; and <br /> <br /> <br />
