August12,2003 <br /> <br />WHEREAS, the Continuum of Care Steering Committee of the <br />West Piedmont Planning District intends to acquire necessary <br />temporary consultancy and staff-type assistance to aid the effort; <br />WHEREAS, the Continuum of Care Steering Committee of the <br />West Piedmont Planning District intends to request an entity to be <br />the fiscal agent for this effort and for administration of any future <br />funds that might be received for the Continuum of Care Program for <br />this region; now, therefore <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, assembled in regular session held August 12, 2003, that <br />this jurisdictional subdivision of the Commonwealth of Virginia <br />recognizes the statements herein, recognizes the Continuum of <br />Care Steering Committee of the West Piedmont Planning District, <br />and supports its efforts to proceed with the work efforts, studies, <br />and plan, and then submission of an application for funding. <br /> <br />Council considered adoption of a Resolution in support of increased state funding <br /> <br />for public education. Ead B. Reynolds, Jr., City Manager, stated that the Virginia First <br /> <br />Cities Coalition is attempting to make public education a top priority for legislators. Vice <br /> <br />Mayor Roop moved to adopt the following Resolution; the motion was duly seconded <br /> <br />and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - <br /> <br />Cobbe, Dallas, Ferdll, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, many students in Virginia's public schools are at-risk of <br />not learning what is required to earn a high school diploma, enroll in <br />a college or university or enter the job market, and even the <br />successful students who graduate are affected by schools <br />struggling to provide the level of educational quality they need and <br />deserve; and, whereas, teachers often find they do not have the <br />tools or training necessary to teach the subjects mandated for <br />achievement of state standards and teachers' salaries and the <br />uncertain state support of salaries do not provide the kind on <br />incentives that attract and keep the most talented professionals; <br />arid <br />WHEREAS, state funding for public education does not reflect the <br />true cost of constructing, staffing, equipping, operating, and <br />maintaining schools that perform at the level needed to support the <br />foundation for standards of quality and learning, and the costs of <br />educating at-risk students create additional fiscal pressure of many <br />school systems, and, whereas, not only are student being left <br />behind, taxpayers are seeing the increasing burden of higher local <br /> <br /> <br />
