July 22, 2003 Enclosure #, I <br /> <br /> A regular, semi-monthly meeting and quarterly town meeting of the Council of the <br />City of Martinsville, Virginia, was held on July 22, 2003, at Albert Harris Intermediate <br />School, beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members <br />present included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council <br />Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation and Pledge to the American Flag, Mayor Teague <br />welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill moved to approve the minutes of the June 5, 2003, and <br />July 8, 2003, meetings as presented; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, <br />Roop, Teague; Nays (0) - None. <br /> <br /> Council conducted the Town Meeting. Earl B. Reynolds, Jr., City Manager, <br />presented the Customer Service report for the Albert Harris and Police Academy areas <br />for June 2002 - June 2003. Vice Mayor Roop voiced citizens' concerns regarding the <br />increased use of mopeds and inquired as to what regulations are available. City <br />Manager Reynolds stated that the City of Roanoke recently enacted regulations and <br />that Staff will report back to Council. <br /> <br /> Council considered authorizing the Mayor to send a letter to the State Board for <br /> Community Colleges indicating Council's intent to re-allocate a vacancy on the Patrick <br /> Henry Community College Board to Franklin County due to a recent student population <br /> assessment. Vice Mayor Roop moved to authorize the Mayor to send such letter; the <br /> motion was duly seconded and carried by the following vote, with all members voting: <br /> Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> <br />
