April 8, 2003 The Authority considered conducting a public hearing and adopting an Ordinance, on emergency basis, to approve amendments to the Administrative Plan of the Section 8 Housing Choice Program. Mr. Knox highlighted the proposed amendments and stated that the Residents' Board had already approved them. Chairman Teague declared the Public Hearing open; with no comment, he declared it closed. Authority Member Ferrill moved to adopt the following Ordinance, on emergency basis; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: BE IT ORDAINED BY THE MARTINSVILLE REDEVELOPMENT AND HOUSING AUTHORITY, MARTINSVILLE, VIRGINIA, in regular session assembled April 8, 2003, that the Section 8 Rental Assistance Administrative Plan, Section 4.2- Taking Applications, Section 4.4 - Families Nearing the Top of the Waiting List, Section 4.8- Grounds for Denial; Section 5.0 - Selecting Families from the Waiting List; Section 6.0 - Assignment of Bedroom Sizes (Subsidy Standards); Section 6.1 - Briefing; Section 6.3- Issuance of Voucher; Request for Approval of Tenancy; Section 6.4 - Term of the Voucher; Section 6.6 - Martinsville Redevelopment and Housing Authority Disapproval of Owner; Section 6.8 - Security Deposits; Section 7.0 - Moves With Continued Assistance; Section 7.2 - Procedures Regarding Family Moves; Section 8.1 - Portability, General Policies of the Martinsville Redevelopment and Housing Authority; Section 8.4 - Portability Procedures; Section 11.6 - Utility Allowances; Section 12.4 - Exceptions to the HQS Acceptability Criteria; Section 13.0 - Owner Claims for Damages, Unpaid Rent, and Vacancy Loss and Participant' s Ensuing Responsibilities; Section 13.1 - Owner Claims for Pre - October 2, 1995, Units; Section 14.1 -Annual Reexaminations; Section 14.2- interim Reexaminations; Section 14.2.2 - Effective Date of Rent Changes Due to Interim or Special Reexaminations; Section 15.0 - Termination of Assistance to the family by the Martinsville Redevelopment and Housing Authority; Section 16.2 - Informal Review for the Applicant; Section 17.0 - Termination of the Lease and Contract, be amended, revised, and rs-ordained as referenced in the Administrative Plan for Fiscal Year 2003 - 2004 and the 5 Year Plan for Fiscal Years 2003 - 2007.
