With no further comment, Mayor Teague declared the Public Hearing closed. <br /> <br />Council Member Ferrill moved to adopt the following Resolution; the motion was duly <br /> <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br /> <br />(5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, the City of Martinsville has participated in the Small <br />Cities Community Development Block (CDBG) program under the <br />Virginia Department of Housing and Community Development 2002 <br />Planning Grant program in undertaking a study for the revitalization <br />of the West Church Street Commercial Corridor; and <br />WHEREAS, the City of Martinsville is eligible for and wishes to <br />submit a 2003 CDBG Economic Environment Enhancement project <br />application for a total request of $700,000 to the Virginia <br />Department of Housing and Community Development for <br />Community Improvement Grant funds by March 26, 2003 for <br />consideration during the 2003 CDBG funding round; and <br />WHEREAS, the City has identified and designated a <br />redevelopment area pursuant to Title 36 of the Code of Virginia with <br />said area being characterized by slums and blight due to building, <br />infrastructure and site deterioration which has served as a <br />disincentive for private investment leading to unrealized commercial <br />growth and underutilized buildings; and <br /> <br /> <br />
