March 25, 2003 <br /> <br />WHEREAS, this decision adversely affects the City of Martinsville <br />and the other localities in the Salem District by diverting funds from <br />other approved highway projects in the District, which jeopardizes <br />the public health, safety and welfare of all citizens traveling those <br />roads; and <br />WHEREAS, The Martinsville City Council feels that "The Smart <br />Road" is a project that will impact the entire Commonwealth, and <br />should be funded by all transportation districts across the <br />Commonwealth; now, therefore, <br />BE IT RESOLVED, on this 25th day of March, 2003, that the <br />Martinsville City Council states its opposition to any further <br />diversion of funds from other projects within the Salem District to <br />pay for the construction of "The Smart Road" project, and requests <br />that the Commonwealth Transportation Board cease its funding of <br />"The Smart Road" project solely from the Salem District allocation. <br /> <br />Council considered adoption of a Resolution recognizing April as Fair Housing <br /> <br />Month and expressing the City's pledge to provide equal housing opportunities for all <br /> <br />citizens. Council Member Ferrill moved to adopt the following Resolution; the motion <br /> <br />was duly seconded and carried by the following vote, with all members voting: Vote 5 - <br /> <br />0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, the City of Martinsville, Virginia has accepted federal <br />funds authorized under the Housing and Community Development <br />Act of 1974, as amended; and <br />WHEREAS, recipients of funding under the Act are required to take <br />at least one action each grant year, to affirmatively further fair <br />housing; and <br />WHEREAS, this April 2003 is the thirty-fifth anniversary of Title VIII <br />of the Civil Rights Act of 1968; now, therefore, <br />BE IT RESOLVED that the Martinsville City Council, in regular <br />session on March 25, 2003, hereby proclaims the month of April <br />2003 as Fair Housing Month and, urges all its citizenry to join in <br />activities in supporting and furthering fair housing for all people. <br /> <br />Council considered a request by the Martinsviile Transportation Safety <br /> <br />Commission to ratify amendments to the Commission's Bylaws. William Hopkins, <br /> <br />Chairman, presented the revisions and rationale. Council Member Ferrill moved to <br /> <br />amend the proposed Article Vi, Quorum and Attendance, to read, "The Chairman will <br /> <br /> <br />
