Enclosure b March 25, 2003 ^ regular, semi-monthly meeting and quarterly town meeting of the Council of the City of Martinsville, Virginia, was held on March 25, 2003, at Clearview Elementary School, beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present included: M. Gene Teague, Mayor; Terry L Roop, Vice Mayor; and Council Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. Following the invocation by Council Member Ferrill and the Pledge to the American Flag, Mayor Teague welcomed everyone to the meeting. Council Member Ferrill moved to approve the minutes of the February 6, 2003, and March 11,2003, meetings as presented; the motion was duly seconded and carried by the following vote, with all members voting: Ferrill, Roop, Teague; Nays (0) - None. Council conducted the Town Meeting. Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Brenda Prillaman, Customer Service Representative, presented the Customer Concerns report for the high school area. Wade Bartlett, Director of Finance, presented the financial report for month ending February 28, 2003. Council considered adoption, on second reading, of Ordinance 2003-2 amending Ordinance 2000-6 relating to the City's prior establishment of an underground utility corridor with the Virginia Department of Transportation (VDOT). Earl B. Reynolds, Jr., City Manager, highlighted the Ordinance. Vice Mayor Roop moved to adopt the following Ordinance 2003-2, on second reading; the motion was duly seconded and carried by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session held on March 11, 2003 that Ordinance 161
