162 <br />March 25, 2003 <br /> <br />2000-6 be, and hereby is, amended so that paragraphs four and <br />five shall now read as follows: <br />WHEREAS, the City of Martinsville wishes to establish an <br />underground utility corridor covering the Route174 Liberty <br />Street/Clearview Drive/Stultz Road intersection project, State <br />Project Number 0174-120-102, such corridor described as follows: <br />along Liberty Street from approximately the intersection with Dillard <br />Street, north through the Liberty Street, Stultz Road, Clearview <br />Drive intersection to York Street, along Clearview Drive east from <br />Liberty Street to the intersection of Barrows Mill Road, and along <br />Stultz Road west from Liberty Street approximately 225 feet. <br />NOW, THEREFORE, BE IT ORDAINED by the Council of the City <br />of Martinsville, Virginia, in regular session assembled on <br />September 26, 2000, that there is hereby established an <br />underground utility corridor in the City of Martinsville as described <br />above, in accordance with the Virginia Department of <br />Transportation Policy on Placing Utility Facilities Underground, that <br />portion comprising the Underground Utility Corridor being shown in <br />more detail on a sketch made by the Martinsville Department of <br />Public Works dated August 31, 2000 and revised March 11, 2003, <br />and on file in the Engineering Division of that Department. <br /> <br />Council considered adoption of a Resolution stating opposition to further <br /> <br />diversion of funds from other projects within the Salem District by the Commonwealth <br /> <br />Transportation Board to pay for the construction of "The Smart Road" project. Tom <br /> <br />Harned, Economic Development Director, stated that a pre-allocation public hearing <br /> <br />was held today in Salem. Vice Mayor Roop moved to adopt the following Resolution; <br /> <br />the motion was duly seconded and carried by the following vote, with all members <br /> <br />voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, the Commonwealth of Virginia is in the process .of <br />building a highway project in Montgomery County to explore new <br />technologies for transportation and to improve safety, with a project <br />known as "The Smart Road"; and <br />WHEREAS, the Martinsville City Council believes "The Smart <br />Road" is a worthwhile and important project for all citizens of the <br />Commonwealth, and should be funded by all citizens; and <br />WHEREAS, the Commonwealth Transportation Board recently <br />decided to pay for this project by diverting funds from other primary <br />road funding in the Salem District only, of which the City of <br />Martinsville is a part; and <br /> <br /> <br />
