April 8, 2003 <br />the School system, citing, "It is easier to restore funds than to cut funds after giving <br />them"; the motion was duly seconded and carried by the following vote, with all <br />members voting: Vote 4 - 1; Yeas (4) - Cobbe, Ferrill, Roop, Teague; Nays (1) - <br />Dallas. Mayor Teague emphasized the importance of this action and the possibility of <br />restoring these funds. Council Member Cobbe expressed concern that the School <br />System said that they could do with less, but after the State announced that there would <br />be no cuts, they did not cut. By general consensus with no vote taken, Council set the <br />following budget work sessions: Thursday, May 1, 2003, Thursday, May 8, 2003, and <br />Thursday, May 15, 2003, 11:00 A. M.- 1:00 P. M. <br /> <br /> Council considered a report from the City Manager and Superintendent of <br />Schools recommending an employee health insurance provider for FY04. Iris Read, <br />Human Resources Manager, reported that 852 employees and 121 retirees are enrolled <br />in the City's health plan and that the Health Care Committee recommended Southern <br />Health be selected to administer the healthcare benefit program, effective July 1, 2003. <br />There would be no increased cost to the City. Vice Mayor Roop moved to authorize the <br />City Manager to proceed with a contract with Southern Health; the motion was duly <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br />(5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered business from the floor. Matthew Hankins, Public Information <br />Officer, reported that (1) the Fire Department will begin a call-in show on Channel 22 on <br />Monday, April 14, 2003, and (2) the Cyberangels will plant a tree on Broad Street in <br />memory of Jennifer Short on Friday, April 11, 2003, 4:30 P.
