., April 8, 2003 Enclosure <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br /> Virginia, was held on April 8, 2003, in Council Chamber of the Municipal Building, <br /> beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present <br /> included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br /> Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferriil. <br /> <br /> Following a moment of silence, Mayor Teague offered the invocation and led in <br /> the Pledge to the American Flag. He, then, welcomed everyone to the meeting. <br /> <br /> Council considered recognizing those citizens who have served on various <br />Boards and Commissions. The following presentations were made: John H. Mitchell, <br />Transportation Safety Commission, 1987-2002; Brenda Manns, Transportation Safety <br />Commission, 1997-2002; Billy Shelton, Transportation Safety Commission, 1998-2002; <br />Bill Wyatt, Transportation Safety Commission, 2001-2002; Mary Rives Scott, Anchor <br />Group Home Commission, 1999-2002; Marguerite Wilson, Clean Community Board, <br />1997-2003; and Sharon S. Hairston, Clean Community Board, 2001-2003. <br /> <br /> Earl B. Reynolds, Jr., City Manager, presented a pre-budget work session <br />summary and announced that he will present his proposed 2004 budget on April 22, <br />2003. He stated that the School System was invited to participate in the 3%-5%-7% <br />reduction but chose not to do so; Ira Trollinger, Superintendent, will present his <br />proposed 2004 budget on May 1, 2003. Vice Mayor Roop stated that the School <br />System should have participated in the pre-budget discussions and that he would like <br />for Council to be able to give the City Manager more budget direction. Council Member <br />Ferrill stated that the City needs the schools to do for less. Vice Mayor Roop moved for <br />the City Manager to load his proposed 2004 budget with a 7% reduction, or $545,436, in <br /> <br /> <br />
