January 28, 2003 Council considered business from the floor. Matthew Hankins, Public Information Officer, reported that effective April 1, 2003, the City's governmental access television channel will change from 5 to 22. Also, all recent office moves within the Municipal Building have been completed. Council considered staff reports. Mike Scaffidi, Telecommunications Coordinator, presented an update on the procurement of an internal communications system. He stated that Staff and Administration will review all submitted bids and request Council action at the next meeting. City Manager Reynolds and Tony Rinaldi, Director of Leisure Services, presented an update on the use of Hooker Field. Barry Nelson, Coach of the Patrick Henry Community College (PHCC) Baseball Team, has requested to use the field. Council discussed turf traffic, costs, and reimbursement. Council Member Ferrill moved to regretfully decline Mr. Nelson's request to use Hooker Field for the PHCC Baseball Team; the motion was duly seconded and carried by the following vote, with all members voting: Vote 3 - 1 - 1; Yeas (3) - Cobbe, Ferrill, Roop; Nays (1)- Teague; Abstention (1) - Dallas. Vice Mayor Roop moved to adopt the following Consent Agenda item; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Roop, Teague; Nays (0) - None: A.
