Januaw 14,2003 <br /> <br />[Attachment A]; the motion was duly seconded and carried by the following vote, with all <br />members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) <br />- None. City Manager Reynolds reported that he and Mr. Bartlett will have another <br />budget report at Council's January 28, 2003, meeting, and will propose a budget and <br />financial work session schedule to begin on February 6, 2003, in order to provide <br />concentrated blocks of time to conduct a comprehensive review of capital projects, <br />departmental service levels, and potential sources of additional revenue. Council <br />expressed appreciation to City Manager Reynolds, Mr. Bartlett, Constitutional Officers, <br />and all departments in their budget revision efforts. <br /> <br />Mr. Bartlett presented the financial report for month ending November 30, 2002. <br />Council considered conducting a Public Hearing and adopting, on first reading, <br />Ordinance 2003-1 on a request by the Planning Commission to amend Zoning <br />Ordinance Section VIII, Special Use Procedure, to amend Section XV, Off Street <br />Parking and Loading, and to propose creation of a new ordinance section, XIV, <br />Landscaping Standards. A work session regarding this issue was held on January 8, <br />2003, and revisions recommended at that time are included in this presentation. These <br />plans have been posted on the City's website. George Hayfield, Associate Planner, <br />was available for questions and comments. Mayor Teague declared the Public Hearing <br />open. John Sanders, of 308 Starling Avenue, spoke in opposition to these plans, <br />stating that they will hurt economic development. He requested, then, if the plans are <br />approved, to exempt Starling Avenue and East and West Church Streets. Mayor <br />Teague closed the Public Hearing. Council Member Ferrill moved to adopt, on first <br />reading, Ordinance 2003-1, as presented; the motion was duly seconded and carried by <br /> <br /> <br />
