TUESDAY, November 26, 2002 Council adopted, on an emergency basis, Ordinance 2002-15 and Ordinance 2002-16, upon motion duly seconded, with all members voting by recorded vote: Vote 5-0; Yeas (5)- Teague, Roop, Cobbe, Dallas, and Ferrill; Nays (0)- None, as follows: ORDINANCE NO. 2002-15 BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session held on November 26, 2002, pursuant to the provisions of Section 17.1-276 of the 1950 Code of Virginia, as amended, that Section 1-18 be added to Chapter 1 of the Martinsville Code to read as follows: "Sec. 1-18. Remote Access Fee to defray the operational expenses of electronic access provided by the Clerk of Circuit Court. A fee for remote access to nonconfidential court records or other records pursuant to §§ 17.1- 225 and 17.1-226 in the amount of Thirty Dollars ($30.00) pek month or portion thereof shali be assessed and collected by the Martinsville Circuit Court Clerk's Office, in payment for being allowed complete electronic access (actual connect time) to the database known as the "Court Records Management System". A fee for remote access to nonconfidential court records or other records pursuant to §§ 17.1- 225 and 17.1-226 in the amount of One Dollar ($1.00) per document query shall be assessed and collected by the Martinsville Circuit Court Clerk's Office, in payment for a remote user requesting limited electronic access to the database known as the "Court Records Management System". Such fee shall be deposited into the account of the City Treasurer, and shall be used by the Circuit Court Clerk's Office to defray the operational expenses of providing such electronic access to the public, including, but not limited to, computer support, maintenance, enhancements, upgrades, and replacements. This assessment shall be in addition to all other co~ts prescribed by law." BE IT FURTHER ORDAINED that an emergency exists and that this ordinance shall be effective on and after this date. ORDINANCE NO. 2002-16 BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session held on November 26, 2002, pursuant to the provisions of Section 17.1-275(A)(8) of the 1950 Code of Virginia, as amended, and per a Ruling of the State Auditor of Public Accounts, that Section 1-19 be added to Chapter 1 of the Martinsville Code to read as follows: "Sec. 1-19. Document Reproduction Fee to defray the expenses of providing support to the Clerk of Circuit Court for Equipment and Supplies for Copy Reproduction. A fee in the amount of Fifty Cents ($0.50) per page for making out a copy of any paper or record to go out of the circuit court clerk's office, shall be assessed to defray the costs of support
