DOJ Terrorism Preparedness Funds Proposal
Page 2

The committee met numerous times, as a group, and with the Henry County Department
of Public Safety and brainstormed ideas. Then, committee members met with respective
departments and considered further input. The committee's goals were to:

1. Fully comply with the terms and conditions of the program.
2. Develop a proposal that allows the City to be better prepared in the
unlikely event of a weapons of mass destruction incident.
3. Recommend the procurement of items that could serve the City on
a daily basis.
4. Purchase equipment that had no other sources of revenue.
5. Ensure that all equipment is fully compatible with current
equipment, other City depamnents, and neighboring jurisdictions.
This is not only for ease of operation but also for volume discount
buying.
6. Examine item shelf life, asset useful life, maintenance needs, and
other associated future expenses.
7. Consider requests that support the mission of the City and affected
City depath~ents.

After gathering input, the committee compiled the attached proposal for
fmal approval. The proposal encompasses critical areas of need when responding to such
incidents including respiratory protection, personal protective equipment, air monitoring
equipment, and incident management equipment.

Once authorized by the City, there are four sets of associated applications,
being that such funds involve four fiscal years. Therefore, the proposal is hereby
submitted to you. Until I hear further, no action will be taken.

I am available if you have any questions or require additional information.

Cc: Lt.
